Final Declaration

Ciudad Juárez, México • October 15, 2006

We the women, men, youth, Indigenous Peoples and Nations, social organizations, unions, farmers, promoters of human rights and defenders of environmental justice in the border states of Mexico and the United States, and many more, have gathered in this border space to assert our will to do away with borders.

We are part of the formidable force of struggle and hope that came about throughout the world with the initial World Social Forum in Porto Alegre in 2001. The World Social Forum is part of a social movement against the neo liberal agenda, the modern form of colonialism and imperialism. We are citizens of the planet and as such we are the bearers of a set of economic, social, political, cultural and environmental rights, which all in authority must uphold equally for all people regardless of our age, gender, social class, ethnicity or migratory status.

Here, from this place of gathering we would like first and foremost to call public attention to a series of offenses, abuses and threats:

• We denounce the femicide and daily violence against women throughout this region as a manifestation of a sexist and exploiting culture brought about by those who command the model of industrialization, the brutal urban development and the depredation that has been imposed on this border.

• We denounce the construction of the Wall of Death by the war mongering and authoritarian government of George W. Bush. Walls are symbols of supremacy by the dominant powers: they are projects to divide and isolate exploited peoples from resources necessary for their survival, and to expel them from their lands using methods characteristic of the most primitive form of capitalism.

• We denounce the classist and racist character of the delayed, timid, limited and petty reaction by the authorities of both Mexico and the United States, respectively, in dealing with the families and individuals devastated by Hurricane Katrina in the New Orleans region of Louisiana and the victims of the flooding last summer in the region of Ciudad Juárez in Chihuahua.

• We denounce the actions of multinational agribusiness corporations and those governments that support them, and of the multilateral organizations such as the World Trade Organization, and we denounce the free trade agreements that attempt to do away with the food sovereignty of nations and peoples.

• We denounce the militarization of the US-Mexico border as an authoritarian and racist act that criminalizes migrants and forces them to risk their lives to enter the US, and which provokes divisions and violence between US citizens and immigrants. We denounce the mistreatment of Central Americans in Mexico.

• We denounce the multiple forms of exploitation to which thousands are subjected by the companies, the authorities and the anti-democratic unions that do not defend the rights of these workers.

• We denounce the destruction of nature, the desertification, the depletion of the water reserves, the forests, the land, and biodiversity due to the predatory and patriarchal acts of the capitalist system.

• We denounce the North American Alliance for Security and Prosperity and the Panama Puebla Plan as the most recent mechanisms put in place to consolidate the neoliberal project in North America. We shall continue to oppose these with all the strength of the united people.

The proposals and immediate commitments that we as the Border Social Forum are prepared and obliged to carry out in order to build a better world are:

1) We shall include the topic of women as transversal in each and every one of the topics of global struggle. We will articulate this within all of our struggles for justice against the unjust, patriarchal capitalist model. It is imperative that gender define itself as an expression of sexuality and that the rights to self definition and free exercise of individual sexuality be respected. We shall work so that sufficient and adequate information on sexual and reproductive rights be known to all.

2) We will support the campaign against the multinational corporation Kimberly Clark and its partner [Rep. F. James] Sensenbrenner, the main promoter of the anti-immigrant legislation in Washington.

3) We will put in action all measures necessary to ensure that women of all ages be given a guarantee to live a life free of violence.

4) We declare that water is a human right and we commit to fight in order to prevent its privatization.

5) We will fight to legislate in favor of Citizen Observer commissions as mechanisms of vigilance and a guarantee for justice, and for all other mechanisms that promote citizen participation in decision making processes.

6) We reject the militarization of the border, a form of low intensity warfare characterized by vigilante actions, raids at immigrant detention centers, and the use of modern technology on the border. We also reject repressive laws such as 4437 that seek to criminalize immigrants.

7) We are committed to lobby for comprehensive immigration reform laws that legislate full rights for all immigrants, including social services and amnesty.

8) We are committed to organize a great mobilization and national strike of more than one day for the First of May 2007.

9) We commit to fight to divulge information about and demand the immediate release of the five Cuban comrades, unjustly imprisoned in different prisons in the United States.

10) We support the efforts of the youth at the Border Social Forum to achieve their own forms of expression such as their web page, and we commit to be at their service in their education initiatives and the forms of organization that they undertake.

11) We will organize an International Action Week from the 9-12 of November, to include acts of solidarity with the peoples of Mexico and Palestine, along with educational activities relating to their common struggles. Such acts will be in protest of the conference of Military Contractors, the negotiators of death, to be held on the 13th and 14th November. We also propose the establishment of an international day of action to combat the Wall of Death on December 28.

12) We commit ourselves to work so that civil society undertakes the struggle for food sovereignty as proposed by Via Campesina, as the foundation of sovereignty and national liberties, along with a dignified life for farm worker families. We demand that the World Trade Organization and the Free Trade Agreements be done away with. We shall take part in the struggle of the Mexican farm workers so that agricultural sections of the North American Free Trade Agreement planned to take effect in 2008 be revised so that the elimination of tariffs by Mexico on imported agricultural products not take effect. We demand a halt to the use of proprietary hybrid seed, and the patenting of seed stock by multinational corporations, since such practices endanger not only our sovereignty but also our health and the heritage of our natural resources.

13) We demand that the governments of Mexico and the United States provide just compensation to all those who participated in the Guest Worker (Bracero) Program, with understanding and a broad sense of equality, and without bureaucratic red tape, in recognition of the tremendous contribution that they have made to the economies of both nations.

14) We express our broad solidarity with the people of Oaxaca, organised though APPO, in support of all their demands and we announce that we will be monitor the situation there so that further actions of aggression against them not take place.

15) We will forward the struggle for healthcare as a right for all and will participate in the First National Congress to be celebrated from November 9-11 in Mexico City.

16) We express our fullest solidarity to those families and workers of mine Unidad 8 of Pasta de Conchos, Coahuila where 35 mine workers were buried in February of 2006, of which only one has since been recovered. We join our voices with the demands put forth to the authorities, the Industrial Mining Company of Mexico and the National Union of Mine and Metallurgical Workers so that the workers’ rights be taken into account and that they be answered to in full.

17) We commit ourselves to fight with the Indian Nations of the region to prevent discrimination and to confront racism, colonialism and the disrespect shown to their societies. We shall fight with them to recuperate their sovereignty, so as to reestablish their economies as alternatives to capitalism, to recuperate their identity and to reestablish their communities.

18) We call upon the organization of a group of International Observers to be present during the land negotiation sessions of the Juárez settlement Granjas Lomas de Poleo so as to better guarantee the protection and security of the settlement.

19) We will work so that all popular cultural forms of expression continue to be included in social fora, so that social struggles take on a universal sentiment of understanding and awareness.

20) We will organize the Second Border Forum on the southern Mexico/Central American border.

21) We will mobilize for International Migrant Day on December 18th.

22) We will organize the third annual Border Peoples Alternative Summit in response to the Border Governors Conference in Nogales, Sonora during the summer of 2007.

23) We will carry the resolved principals and conclusions of each work area of the Border Social Forum to the U.S. Social Forum, the World Social Forum and eventually to the Mexico Social Forum.

Through such commitments, by this path of collective action by the protagonists gathered here, we today close this Border Social Forum. At the same time we open new pathways towards participation, communication, mobilization and struggle. We will converge through action with the movements of all of the regional, national and continental fora that together make up this marvellous human reality – rich, diverse, creative and plural – that is the World Social Forum. With everything that we do, with all that we bring to bear, with all that we dream, we will assuredly build a better world for all human beings, and all living things, one without borders.

DECLARACION FINAL
Las mujeres, los hombres, los jóvenes, las Pueblos Indigenas, las organizaciones sociales, sindicales, de derechos humanos, campesinas, defensoras del medio ambiente de los estados fronterizos de México y los Estados Unidos y muchos mas nos hemos reunido en este espacio de frontera para reafirmar nuestra voluntad de acabar con las fronteras.

Formamos parte de esa formidable fuerza de lucha y de esperanza que empezó a surgir en todo el planeta al iniciar el proceso del Foro Social Mundial en Porto Alegre en 2001. El Foro Social Mundial es parte de un movimiento social en contra de la política neoliberal. La política neoliberal es la nueva forma de colonización e imperialismo. Somos ciudadanas y ciudadanos del planeta y como tales, portadores y portadoras de un conjunto de derechos económicos, sociales, políticos, culturales y ambientales exigibles a todas las autoridades, independientemente de nuestra edad, sexo, clase social, raza y condición migratoria

Desde aquí, desde este lugar de encuentro queremos en primer lugar, llamar la atención de la opinión publica sobre toda una serie de agravios, de atropellos y de amenazas:

Denunciamos el feminicidio y la violencia cotidiana contra la mujer en toda esta región como una manifestación de la cultura sexista y explotadora de las personas propiciada por el modelo de industrialización, crecimiento urbano salvaje y depredación que se ha impuesto a esta frontera.

Denunciamos la construcción y extensión del Muro de la Muerte o de la Vergüenza por parte del gobierno belicista y autoritario de George W. Bush. Los muros son símbolos de la dominación de las fuerzas dominantes: son proyectos para dividir y aislar los pueblos explotados de los recursos de sobrevivencia y expulsados de su tierra por la propia acción del capitalismo salvaje.

Denunciamos el clasismo y el racismo presente en la reacción tardía, tímida, limitada y mezquina de las autoridades de México y de los Estados Unidos al no atender debidamente a las familias y personas damnificadas por el Huracán Katrina en la zona de Nueva Orleáns, Luisiana y por las lluvias del verano pasado en Ciudad Juárez, Chihuahua.

Denunciamos la acción de las empresas trasnacionales de los agros negocios, de los gobiernos que los apoyan y de las organizaciones multilaterales, como la Organización Mundial del Comercio (OMC) y de los tratados de libre comercio que pretenden acabar con la soberanía alimentaria de las naciones y de los pueblos.

Denunciamos la militarización de la frontera Estados Unidos/México como un hecho autoritario, racista que criminaliza a los migrantes, los lleva a la muerte, provoca divisiones y violencia entre las comunidades. Denunciamos el maltrato que México reciben los Centro Americanos.

Denunciamos las múltiples formas de explotación a que son sometidos miles de trabajadores en ambos lados de la frontera, por parte de las empresas, de las autoridades y de los sindicatos antidemocráticos que no defienden sus derechos.

Denunciamos la destrucción de la naturaleza, la desertificación, el agotamiento de los mantos acuíferos, de los bosques, de los suelos, de la biodiversidad por la acción del sistema capitalista patriarcal y depredador.

Denunciamos la Alianza para la Seguridad y la Prosperidad de América del Norte (ASPAN) y el Plan Puebla Panamá como los más recientes mecanismos para consolidar el proyecto neoliberal en Norteamérica. Nos seguiremos oponiendo a ellos con toda la fuerza del pueblo unido.

Las propuestas y compromisos inmediatos que asumimos como Asamblea de los Movimientos Sociales representados aquí en el primer Foro Social Fronterizo y que nos comprometemos a llevar adelante para construir otro mundo posible sin fronteras son:

1) Vamos a incluir el tema de mujeres como tema transversal en todos y cada uno de los temas de la lucha global. Lo articularemos con todas las luchas por la justicia, en contra del modelo capitalista, patriarcal e injusto. Es necesario que el género se defina como una expresión de la sexualidad y que se respete el derecho a la autodefinición y al ejercicio libre de la propia sexualidad. Lucharemos para que se difunda información adecuada u suficiente sobre los derechos sexuales y reproductivos.

2) Apoyaremos la campana en contra de la trasnacional Kimberley Clark por ser su socio Sensenbrenner el impulsor de la terrible ley antiinmigrante.

3) Implementaremos las medidas necesarias para garantizar a las mujeres de todas las edades vivir una vida libre de violencia.

4) Asumimos la propuesta de las mujeres para proclamar el agua como un derecho humano y nos comprometemos en la lucha para evitar su privatización.

5) Lucharemos por impulsar en materia legislativa los Observatorios Ciudadanos como un mecanismo de vigilancia en la impartición de justicia y por todos los mecanismos ciudadanos de participación en la toma de decisiones.

6) Rechazamos la militarización de la frontera, la guerra de baja intensidad, la acción de los caza migrantes, las deportaciones, las redadas y los centros de detención de migrantes, así como la alta tecnología para la vigilancia en la frontera. Repudiamos también las leyes represivas como la 4437, la criminalizacion de migrantes.

7) Nos comprometemos a impulsar leyes que reconozcan plenos derechos para todos los migrantes, servicios sociales, amnistía, y una reforma migratoria integral.

8) Nos comprometemos a organizar una gran movilización y un paro nacional en apoyo de los derechos de migrantes el primero de mayo de 2007.

9) Nos comprometemos a luchar para difundir el caso y exigir la liberación inmediata de los cinco compañeros cubanos presos injustamente en diversas prisiones en los Estados Unidos.

10) Apoyamos el esfuerzo de las y los jóvenes del Foro Social Fronterizo para darse sus propias formas de expresión, como su página de Internet y nos comprometemos a estar a su servicio en las iniciativas de educación, formación y organización que emprendan.

11) Organizaremos una Semana Internacional de Acción: del 9 al 12 de noviembre, que incluya acciones de solidaridad con los pueblos Mexicano y Palestino, así como actividades educacionales sobre las luchas comunes. Dichas acciones serán una protesta contra la conferencia de Contratistas Militares, es decir, los negociantes de la muerte, a celebrarse los días 13 y 14 de noviembre. Proponemos además establecer un día internacional de acción para combatir el Muro de la Muerte, que seria el 28 de diciembre.

12) Nos comprometemos a trabajar para que la sociedad civil asuma la lucha por la soberanía alimentaria, como lo plantea la Vía Campesina, como el fundamento de la soberanía y libertades nacionales, así como de la vida digna para las y los agricultores familiares. Exigimos que salgan la OMC y los tratados de libre comercio de la agricultura. Participaremos en la lucha de las y los campesinos mexicanos para que se revise el Tratado de Libre Comercio de Norte América (TLCAN) en materia agropecuaria y no entre en vigor la desgravación total de importaciones en 2008. Exigimos que se detenga la siembra de transgenicos y la patente de semillas por parte de las trasnacionales, pues ponen en peligro no solo nuestra soberanía sino también nuestra salud y nuestro patrimonio de recursos naturales.

13) Exigimos a los gobiernos de México y de los Estados Unidos se haga justicia a todas las personas que participaron en el Programa Bracero, sin burocratismos, con sensibilidad y un amplio sentido de equidad, en reconocimiento justo del inmenso aporte que realizaron a la economía de los dos países.

14) Expresamos nuestra amplia solidaridad con el pueblo de Oaxaca, organizado a través de la APPO, apoyando todas sus demandas y anunciamos que estaremos pendientes que no se continúen ejerciendo acciones represivas en su contra..

15) Impulsaremos la lucha de la salud como derecho y vamos a participar en el I Congreso Nacional a celebrarse del 9 al 11 de noviembre en la Ciudad de México.

16) Expresamos nuestra más amplia solidaridad a los familiares y trabajadores de la mina Unidad 8, de Pasta de Conchos, Coahuila donde quedaron sepultados 35 mineros desde el mes de febrero pasado, de los cuales solo uno ha sido rescatado. Nos sumamos a las exigencias de ellos ante las autoridades, la empresa Industrial Minera México y el Sindicato Nacional de Trabajadores Mineros Metalúrgicos y Similares para que sus derechos sean cumplidos y sus demandas, respondidas a cabalidad.

17) Nos comprometemos con las Pueblos Indigenas de la región a luchar con ellos para prevenir discriminaciones, para confrontar el racismo, la colonización y la falta de respeto a sus sociedades. Con ellos lucharemos para recuperar su soberanía, para restablecer su organización económica como alternativa al capitalismo, para recuperar su identidad y restablecer sus comunidades.

18) Convocamos a la organización de un Grupo de Observadores Internacionales que hagan presencia en las sesiones de la colonia Granjas Lomas del Poleo para garantizar los derechos humanos y la protección y seguridad a los colonos.

19) Vamos a trabajar para que en todos los foros sociales se sigan incluyendo todas las manifestaciones y expresiones culturales de los pueblos, que permitan revestir las luchas sociales con una sensibilidad y sentido universales..

20) Organizaremos el Segundo Foro Social Fronterizo en la frontera sur México/Centroamérica.

21) Nos movilizaremos para el Día Internacional de los Migrantes el 18 de diciembre.

22) Nos movilizaremos ante la reunión de Gobernadores Fronterizos realizando el Encuentro Alterno de Pueblos Fronterizos en Nogales, Sonora en el verano de 2007.

23) Llevaremos los principales resolutivos y conclusiones de cada eje de este Foro Social Fronterizo al Foro Social de Estados Unidos, al Foro Social Mundial y eventualmente a un Foro Social Mexicano.

Por este camino de compromisos, por esta vía de acciones colectivas y efectivas pactadas desde aquí, cerramos hoy la asamblea en este primer Foro Social Fronterizo. Pero al mismo tiempo abrimos muchos procesos de participación, de comunicación, de movilización y de lucha. Vamos a converger con las acciones y con los movimientos de todos los foros nacionales, regionales y continentales que forman esta maravillosa realidad humana, rica, diversa, creativa y plural que es el Foro Social Mundial. Con todo lo que hacemos, con todo lo que somos, con todo lo que soñamos, tenemos la seguridad de construir para todas y para todos, para la especie humana y para toda la comunidad de los seres vivos…
Otro mundo posible, sin fronteras.

El primer FORO SOCIAL FRONTERIZO fue todo un éxito con la
participación de 1,000 personas y 900 delegadas y delegados. El FSF se
llevo acabo en CD Juárez, Chihuahua cruzando la frontera con El Paso,
Texas entre las fechas 12-15 de Octubre, 2006. El FSF se llevo acabo en
las instalaciones de la Universidad Autónoma de CD Juárez (UACJ) y el
Centro Cultural Universitario.
Las delegaciones al FSF vienen de todos los estados fronterizos de
México y Estados Unidos. Delegaciones provenían desde México DF y
Washington DC, Puerto Rico, La Habana, Cuba y Canadá, Guatemala,
Quito, Ecuador y Azril Bacal de Stock olmo, Suecia.
El proceso organizativo para el Foro Social Fronterizo empezó después
del Foro Social Mundial en Caracas, Venezuela en Enero 2006 y se inicia
concretamente con la formación de un Comité Organizativo el 18 de
Febrero, 2006 en CD Juárez, Chihuahua. Con la participación de 35
organizaciones bi-nacionales se da la formación del Comité Organizador.
El Comité Organizador se reunión casi mensualmente desde entonces
con excepción de Abril y Mayo por causa de las grandes movilizaciones
en los Estados Unidos por el movimiento de derechos para migrantes.

El 1er FORO SOCIAL FRONTERIZO (FSF) parece ser una realidad que se aproxima las fechas del 13-15 de Octubre, 2006 en CD Juárez, Chihuahua México (cruzando de El Paso, Texas. Este FSF es parte del proceso de construcción y de integración de los movimientos sociales hacia al Foro Social Estados Unidos en Junio 27-Julio 1, 2007 y al Foro Social Mundial en Nairobi, Kenya, África el 20-25 de Enero, 2007.

El día 12 de Octubre previo a la apertura del FSF se llevara acabo una Marcha contra TLC-NAFTA y una Gira de la realidad Fronteriza.

El FSF se llevara acabo en las instalaciones de la Universidad Autónoma de CD Juárez (UACJ) incluyendo en Centro Cultural Universitario y el Instituto de Ciencias Biomédicas. El FSF empieza a las 11 AM el día viernes 13 de Octubre, 2006 en el Centro Cultural Universitario. La mesa de registro para el FSF estará trabajando empezando a las 9 AM allí mismo. ). El sábado 14 de octubre, 2006 se llevara una Marcha de protesta para derrumbar el ‘Muro de la Muerte’ en CD Juárez. El programa se abrirá y cerrara con una plenaria. El programa. del FSF esta organizado en 14 ejes temáticos con paneles y talleres (mesas de trabajo). El fin del FSF y su programa es resolutivo saliendo con soluciones y alternativas al sistema imperante.

Se esperan 300-500 delegad@s al FSF de todos los estados fronterizos entre Estados Unidos y México. Se esperan delegaciones de la frontera norte con Canadá. Se esperan delegaciones de México DF y de Washington DC. También participaran distinguidas delegaciones del Consejo Hemisférico del Foro Social y de la Secretaria del Foro Social Mundial desde Brasil. El Comité Organizador del Foro Social de Estados Unidos participara en el FSF y luego sostendrán su reunión de planeacion. Se esperan delegaciones de Afro-Americanos del Sur afectados por katrina y de migrantes que se movilizaron en los millones esta primavera. Va haber una delegación de Pueblos Indígenas de los 7 pueblos divididos por la frontera EEUU-México. Habrá delegaciones de mujeres fronterizas y del interior de Estados Unidos y México con todo un eje de trabajo. La juventud organiza su ‘foro’ dentro del FSF con fuertes delegaciones de ambos países. Importantísimo será la integración del arte y cultura en todo el programa y actividades del Foro Social Fronterizo.

El tiempo para hacer su registro es ahora mismo. Favor de llenar la forma y enviarla a grulla@igc.org. La cuota de registro es desde $100 pesos hasta $1,000 pesos según lo que pueda pagar. Usted propone su cuota basada en lo que puede pagar basado en el sistema de honor. Puede enviar la cuota por correo o, pagar en persona allí en el FSF. Habrá una cuenta electrónica en CD Juárez, México para pagar de banco a banco.

Imploramos a toda organización que organicé un taller o panel para el programa del FSF. El registro para los talleres (mesas de trabajo), y paneles es el 17 de SEPTIEMBRE, 2006. Envié su proyecta YA!!!

Existen un número de hoteles en la cercanía al FSF y la instalación de la UACJ. Le podemos enviar una lista de hoteles, precios y contacto para que usted haga sus arreglos. También se puede registrar para vivienda solidaria que será gratis pero esta reservado para las organizaciones y personas sin recursos. El FSF proveerá una comida gratis diaria en el medio día. También habrá cocinas populares económicas. Se va contar con algún transporte por parte del FSF para las personas que arriben al aeropuerto en El Paso, TX o en CD Juárez. También aquellos que lleguen en la central de camiones en ambas ciudades.

El FSF cuenta con traducción ingles y español y SE HACE UNA INVITACION PARA VOLUNTARIAS Y VOLUNTARIOS QUE TENGAN CAPACIDAD PARA TRADUCCIR.

Se va contar con guardería para niños y se le pide que nos deje saber llenando el formulario. Se establecerá un centro de emergencias médicas y un centro de comunicación.

As the 1^st BORDER SOCIAL FORUM (BSF) nears the dates of October 13-15, 2006 dates in CD Juárez, Chihuahua México (across from El Paso, Texas) it looks really great. This Border Social Forum is part of the process leading towards the US Social Forum in Atlanta, Georgia on June 27-July 1, 2007 and the World Social Forum happening in January 20-25, 2007 in Nairobi, Kenya Africa.

On October 12^th some pre-social forum activities include a March against NAFTA and a border reality tour both in CD Juarez.

The BSF will take place at the campus of the Autonomous University of CD Juarez (UACJ) at the University Cultural Center (Centro Cultural Universitario) and at the Biomedical Science Institute (Instituto de Ciencias Biomédicas).

The BSF will open at 11 AM on Friday the 13^th of October, 2006 at the University Cultural Center (Centro Cultural Universitario). The registration table will open by 9 AM at the same site. On Saturday October 14^th, a March will take place to bring down the Wall of Death. The BSF program will open and close with a plenary session of all the delegates. The BSF program is organized by 14 thematic areas where workshops and panels will be offered. The end of the BSF program is to come out with solutions and alternatives to the existing system.

The BSF expects about 300-500 delegates coming from all of the US-Mexico Border States. A delegation will be coming from Canada on the northern border. Delegations are expected from México DF and Washington DC. Distinguished delegates will be coming from the hemispheric council of the Social Forum and the Secretariat (Brasil) of the World social Forum. The organizing and National Planning Committee of the US Social Forum will be attending the BSF and staying over two days for a planning meeting for the US Social forum. Important delegations are expected from African Americans affected by Hurricane Katrina and from the US South and migrants that mobilized in the millions this spring. Indigenous Peoples delegations will also be present including representatives from the 7 Indigenous People divided by the US-Mexico border. The BSF will highlight Women and the border. Important delegation of Mexico and US women will be present. Youth will participate in numbers holding a youth forum within the social forum. The program will weave art & culture throughout the various events of the BSF.

The time to register for the Border Social Forum is now. Please fill in the form and return it to me at grulla@igc.org. The registration fee is a sliding scale ranging from $10 to $100 dollars. We are using the honor system where you pay according to your financial capacity. You can mail in your registration fee to Centro por La Justicia/Border Social Forum or pay there at the registration table.

WE URGE ORGANIZATIONS to register a workshop (s) or panel (s) to get them into the BSF program. The registration for workshops or panels is Sept. 17, 2006. SEND YOUR PROPOSAL NOW!!!

Numerous hotels are located in the vicinity of the BSF at UACJ. You need to make your own arrangements. You can also register for solidarity housing for those groups that have no resources or place to stay. The BSF will provide a free lunch every day of the forum. Popular economic kitchens will sell food sponsored by organizations participating in the BSF. The Border Social Forum will have some transportation buses and vans shuttling people arriving at the El Paso or CD Juarez airports. Also people will be picked up at the bus stations on either city. THE BORDER SOCIAL FORUM
The time is near for the first Border Social Forum and we want your participation in this important event taking place in CD Juárez, Chihuahua where we will put a front to stop the brutal killing of over 400 working young women. The first Border Social Forum will take place on the Mexico-US border with the backdrop on millions of migrants mobilizing in the US for full rights. This same border is where President GW Bush Jr placed over 6,000 military troops of the National Guard. The Border Social Forum will take place on the ‘militarized’ border which has been made very violent since the signing of the North American Free Trade Agreement (NAFTA) in 1994. The Mexico-US border suffers from the having the seats of government so far away in Washington D.C. and Mexico D.F. The ‘Wall of Death’ already with an extension of hundreds of miles is planned for an extension of at least 700 miles by the US Congress led by Republican Sensenbrenner. He seeks to criminalize migrants with prison time for crossing the border in search of work.

The Border Social Forum will be an ‘open space that allows for a pluralistic ‘integration’ of the social movement organizations. The ‘open space’ integration process permits a higher level of organization and unity consistent with making real and possible the slogan ‘another world is possible’ and changing it a bit to say ‘Another world is necessary and with you it is possible’.

GOALS OF THE BORDER SOCIAL FORUM
Create a broad space where everyone fits (pluralistic e inclusive)
Organize the first Border Social Forum 13-15 de October 2006 with 300-500 delegates.
Have participating delegations from all of the border states(US-México border)
Obtain the most broad participation of the grassroots social movements (participation & program)
The integration of the social movements of the global south and north
Internationalize the struggles at the US-Mexico border regions
Pull together an analysis of the present situation on the US-Mexico border (including Latin America & Caribbean).
Produce a set of agreements that will pull together a border plan of action and solutions to the problems faced.
Take action against the ‘Wall of Death’ and get the military out of the border.
Integrate the border plan of action into the World Social Forum in Kenya and the US Social Forum in Atlanta 2007.

TRANSPORT:
Each organization or organizations from each state are responsible for transportation and should raise money to cover the cost. It is important to organize by local committee by city and state to coordinate transportation for the Border Social Forum 13-15 of October 2006.

HOTELS & SOLIDARITY HOUSING:
Each organization will be responsible to obtain housing for their delegation. A list of hotels in the area and prices will be made available for housing and a list of solidarity housing will also be available. The food will also be responsibility of the organizations for its delegation. It is planned to have economical kitchens for low cost food and it will support participating organizations that will put up the kitchens. The organizing committee of the Border Social Forum is working to provide at least one meal a day free to all.

¿Que Es el Foro Social?

El Foro Social fue organizado primeramente en Brasil como respuesta al Foro Mundial Económico de Davos, Suecia donde los países más ricos del mundo se reúnen para desarrollar estrategias mundiales sobre la globalización del capitalismo. Empezando el 2001 se ha organizado una Foro Social Mundial anualmente primero en Brasil, luego en India, y el último FSM fue poli-céntrico llevándose acabo en Venezuela, Pakistán y Malí. El 2007 se llevara acabo en Nairobi, Kenya en Enero 2007.

El Foro Social es un espacio que se organiza por el Consejo internacional y el Comité organizador con el fin de proveerle al movimiento social un espacio auto-organizado para deliberar y compartir historias de las luchas sociales e intercambiar estrategias efectivas para hacerle frente a la globalización neoliberal del capitalismo buscando alternativas y soluciones.

La misión del Foro Social es crear un ‘espacio abierto’ para que se de una ‘integración’ natural de los movimientos sociales del mundo. La integración de los movimientos sociales vía este espacio auto-organizado construye puentes entre pueblos, movimientos, y organizaciones, a nivel internacional fortaleciendo una visión compartida, la organización y las estrategias hacia un cambio social. El concepto del ‘espacio abierto’ es una dinámica que permite el pluralismo y la integración de tal manera que se superan previos esquemas estructurales, y políticos que nos separan entre el movimiento social. Este espacio abierto permite crear un nivel mayor de organización y de unidad consistente con el proceso hacia ‘Otro Mundo es posible’. Y como se dijo en el Foro Social Mundial en Caracas, Venezuela ‘otro mundo es necesario y contigo es posible’.

¿Que es el Foro Social Fronterizo?

La idea de un Foro Social Fronterizo nació en el Foro Social Mundial VI en Caracas, Venezuela en Enero 2006. Una docena de organizaciones sociales de México y Estados Unidos sostuvieron una reunión sobre la propuesta de organizar una acción frente al ‘Muro de la Muerte’ en la frontera México-Estados Unidos. En los ‘Acuerdos de Caracas’ entre las organizaciones en la reunión allí decidieron organizar el Foro Social Fronterizo, una acción contra el Muro y una campana para derrumbar el ‘Muro de la Muerte’. Las organizaciones sostuvieron una rueda de prensa para anunciar el Foro Social Fronterizo y la campana y acción para derrumbar el Muro de la Muerte.

El Comité Organizador del Foro Social Fronterizo se fundo en la reunión organizadora el 18 de Febrero 2006 en CD Juárez. 30 organizaciones de ambos lados de la frontera US-México participaron en esta primera reunión y unánime aceptaron organizar hacia al Foro Social Fronterizo y de organizar la campana y acción para derrumbar el ‘Muro de la Muerte’. El Comité organizador se reúne mensualmente en CD Juárez, Chihuahua.

Las metas del Foro Social Fronterizo

· Crear un espacio amplio donde quepamos todos y todas (pluralista e inclusivo)

· Organizar el primer Foro Social Fronterizo 13-15 de Octubre 2006 con 300-500 delegadas/delgados

· Tener delegaciones que participen en el FSF de todos los estados fronterizos (EEUU-México)

· Obtener la mas Amplia participación de base del los movimientos sociales en el FSF (participación y programa)

· La integración de los movimientos del sur global con los del norte

· Internacionalizar la lucha en la frontera Estados Unidos-México

· Hacer un análisis sobre la presente situación de la frontera y la relación entre Estados Unidos, México (América Latina y el caribe).

· Producir un acuerdos resolutivos que produzca soluciones y acciones (plan fronterizo)

· Tomar acción contra el Muro de la Muerte y fuera militares de la frontera

· Integrar el ‘el plan fronterizo’ al Foro Social Mundial y el Foro Social Estados Unidos 2007

¿Donde se va llevar acabo?

El Foro Social Fronterizo se va llevar acabo en CD Juárez, Chihuahua México el 13-15 de Octubre 2006. El Foro Social Fronterizo se llevara acabo en las instalaciones de La Universidad Autónoma de CD Juárez (UACJ).

CD Juárez-El Paso, Texas forman un área metropolitana binacional que juega un papel importante en las relaciones entre Estados Unidos y México. También allí se da el choque mas visible entre el país rico al norte y el país al sur pobre como también es la línea donde pegan el Norte y el Sur global. CD Juárez, Chihuahua ha visto la muerte de más de 400 mujeres obreras de las maquilas brutalmente asesinadas y violadas. CD Juárez es donde existieron la primeras maquilas desde el 1965 y mas numerosas. El Paso, TX es el centro de inteligencia en la frontera y al sur de la frontera por parte de los Estados Unidos en su papel imperialista. Todas las fuerzas policíacas y militares en la frontera son coordinadas desde aquí. Finalmente, CD Juárez-El Paso se encuentran geográficamente al centro de la frontera entre Estados Unidos y México.

¿Quien esta organizando el Foro Social Fronterizo?

El Comité organizador es quien esta organizando el Foro Social Fronterizo. El Comité Organizador es formado por más de 25 organizaciones fronterizas mayormente de Chihuahua, Nuevo México y Texas al momento. También apoyan al Foro Social Fronterizo más de 100 organizaciones que endorsan el foro.

¿Cuanto me va costar para participar en el Foro Social Fronterizo?

Pues el costo de registro va ser por escala menor a mayor desde $10 pesos hasta $1,000 pesos según su capacidad para poder pagar. Para EEUU el registro es de $10 dólares hasta cien ($100) dólares. Este costo es por persona.

Nota: Se negociara el pago por grupos más de dos (2) delegadas/delegados.

Este costo es para cubrir los gastos para el uso de las instalaciones y equipo. Es importante anotar que el Foro Social Fronterizo no es financiado por nadie más que las organizaciones y movimientos de base. Este es un evento auto-organizado y auto-financiado. No podemos contar con nadie más que nosotros para hacer esto posible.

¿Quien va pagar el transporte?

Cada organización u organizaciones de cada estado estarán responsables por organizarse y levantar fondos para cubrir el gasto. Por eso es importante que cada estado o ciudad empieza un ‘comité local’ para organizarse hacia al Foro Social Fronterizo 13-15 de Octubre 2006.

¿Como va funcionar el hospedaje y comida?

Cada organización estará responsable por conseguir su hospedaje. Se enviara una lista de hoteles cercanos y también una lista de hospedaje solidario. La comida es también responsabilidad de cada organización asegurando su gente. Se establecerán cocinas populares para venta de comida barata y estamos buscando apoyo financiero para proporcionar una comida gratis diaria en el medio día durante los tres dias del FSF.

¿Que es el Foro Social de Estados Unidos?

La comunidad internacional pidió a los movimientos sociales de los Estados Unidos que organicen un primer Foro Social de Estados Unidos. La Alianza de base por la Justicia Global (GGJA) organizo una reunión en Washington DC de organizaciones de base para determinar (consulta) si existía una necesidad y voluntad para un Foro Social en el país. La respuesta fue un contundente si, al organizar el proceso hacia al primer Foro Social de Estados Unidos.

Originalmente planeado para el 2006, el Foro Social Estados Unidos fue postergado al 27 de Junio-1 Julio 2007 por los impactos desastrosos del Huracán Katrina en el Sur de Estados Unidos donde se va llevar acabo (Atlanta, Georgia). El Foro Social Estados Unidos (FSEU) se esta organizando en base a 10 regiones de los Estados Unidos incluyendo el Caribe y el Pacifico (Colonias). La región del Suroeste de Estados Unidos consiste de Oklahoma, Texas, Nuevo México y Arizona. Pero tomamos la decisión de que cualquier foro en el suroeste de EEUU tenía que ser binacional abarcando los estados fronterizos en ambos lados de la frontera. La idea es que cada región lleva acabo su Foro como levantando movimientos hacia al Foro Social de Estados Unidos el 2007.

Sin embargo el Foro Social Fronterizo de ha convertido en algo mas allá de la estructura de regiones por parte del Foro Social Estados Unidos y ahora toma otra vida propia que se enfoqué en la presente situación política, económica y social que vive la frontera y las relaciones entre Estados Unidos y México y Estados Unidos y América Latina.

¿Como se conecta esto del Foro Social Fronterizo con el Foro Social Mundial y de Estados Unidos?

Lo que salga del Foro Social Fronterizo (el plan fronterizo) se llevara al Foro Social Mundial VII en Enero 2007 en Kenya África. También los resolutivos hay que llevar al Foro Social de Estados Unidos en Junio-Julio 2007 en Atlanta, Georgia. Existe la posibilidad dentro de la coyuntura de los movimientos sociales que se construyan puentes organizativos entre las victimas de Katrina en su mayoría Afro-descendientes, la lucha por los derechos de migrantes que son mayormente Latinos, la lucha contra la guerra contra Irak, la militarización de la frontera EEUU-México, y la lucha por el derechos de soberanía indígena. La creación de un frente único y unido entre estas fuerzas seria formidable.

What is the Social Forum?

The Social forum was first organized in Brazil as a response and alternative to the World Economic Forum in Davos, Switzerland organized by the G-8 nations. Here the richest countries share and develop strategies for the globalization of capitalism. Starting in 2001, the World Social Forum was organized in Brazil the first three years, in India and last year it was poli-centered in Mali, Pakistan and Venezuela. In January 2007 the World Social Forum will be held for the first time in the continent of Africa in Kenya.

The social forum is coordinated by the international council and the organizing committee to provide the international social movements a space to deliberate strategize and unite on a broader basis on integration and face global capitalist neo-liberalism and create alternatives and solutions. The mission of the social forum process is to create an open space to provide for the organic integration of the social movements across intersecting lines and boundaries. The integration process of the social forum’s self-organized events, panels and workshops builds bridges between organizations, movements, countries and continents strengthening a shared vision on systemic social change.

The concept of an open space creates a dynamics that is pluralistic and provides for an integration that supersedes old structural and political barriers that separate us in the social movements. The open space permits higher levels of organization and unity consistent with the possibilities of making real the slogan ‘another world is possible’. And as the slogan went in Venezuela at the WSF VI ‘another world in necessary and with you it is possible’.

What is the Border Social Forum( Foro Social Fronterizo)

The idea of a Border Social Forum grew out the World Social Forum in Caracas, Venezuela in January 2006. A dozen organizations from Mexico and the US met over the proposal to organize an action to tear down the ‘Wall of Death’ on the US-Mexico border. In the agreements of Caracas, it was agreed by the organizations to hold the first Border Social Forum and the action against the ‘Wall of Death’. The organizations pulled together a press conference and announced the Border Social Forum for May of 2006 and the action against the wall of death.

The organizing committee for the Border Social Forum was founded in the February 18, meeting in CD Juarez. 30 organizations decided unanimously to go ahead with the organization of the Border Social Forum but changed the date from May 3-5 to October 6-8 and now the date is set for October 13-15, 2006. The organizing committee of the Border Social Forum has been meeting on a monthly basis in CD Juarez.

Goals of the Border Social Forum

· Create a broad space where everyone fits (pluralistic e inclusive)

· Organize the first Border Social Forum 13-15 de October 2006 with 300-500 delegates.

· Have participating delegations from all of the border states(US-México border)

· Obtain the most broad participation of the grassroots social movements (participation & program)

· The integration of the social movements of the global south and north

· Internationalize the struggles at the US-Mexico border regions

· Pull together an analysis of the present situation on the US-Mexico border (including Latin America & Caribbean).

· Produce a set of agreements that will pull together a border plan of action and solutions to the problems faced.

· Take action against the ‘Wall of Death’ and get the military out of the border.

Integrate the border plan of action into the World Social Forum in Kenya and the US Social Forum in Atlanta 2007.

What are the thematic tracks for the Border Social Forum?

The organizing committee in its consultation process has designated the following thematic tracks for building the program for the Border Social Forum.

Where is it taking place?

The Border Social Forum is taking place in CD Juarez, Chihuahua Mexico just across El Paso, Texas on October 13-15, 2006. The Border Social Forum will take place at the campus of the Autonomous University of CD Juarez (UACJ).

CD Juárez-El Paso, Texas forms a metropolitan bi-national region that plays an important role on the US-Mexico border. The clash between the global north and south happens there, dividing the poor and rich countries. CD Juárez, Chihuahua is site of the killings of hundreds of women workers and the border city with the first maquiladoras (assembly plants) in 1965 and where they are most numerous. El Paso, TX is the city with the central intelligence headquarters for the border and the global south. All of the law enforcement and military troops on the US-Mexico border are coordinated from here. More importantly, El Paso-Juarez are at the geo-political (ground zero) center of the US-Mexico border.

Who is organizing the Border Social Forum?

The organizing Committee of the Border Social Forum is organizing the forum. The organizing committee was founded at the February 18, 2006 meeting in CD Juarez. The Organizing Committee is made up by 25 organizations with the majority from New Mexico, Chihuahua, and Texas. More than 100 organizations have already endorsed the Border Social Forum.

How mush is it going to cost?

The cost for registration will work on a scale basis with Mexico participants paying from $10 pesos to $1,000 pesos according to the possibility to pay. For US participants the scale will be $10 to $100 dollars. This is the cost per person.

Note: organizations taking groups to the BSF will negotiate the scale for registration on a group basis.

The cost for registration is to cover costs associated with the Border Social Forum site and equipment. It is important to note that the Border Social Forum is being financed by the movement, organizations and individuals making it self-financed. Frankly we cannot depend on anyone else to finance the BSF.

Who is going to pay for transport?

Each organization or organizations from each state are responsible for transportation and should raise money to cover the cost. It is important to organize by local committee by city and state to coordinate transportation for the Border Social Forum 13-15 of October 2006.

How will food and housing work?

Each organization will be responsible to obtain housing for their delegation. A list of hotels in the area and prices will be made available for housing and a list of solidarity housing will also be available. The food will also be responsibility of the organizations for its delegation. It is planned to have economical kitchens for low cost food and it will support participating organizations that will put up the kitchens. The organizing committee of the Border Social Forum is working to provide at least one meal a day free to all.

¿What is the US Social Forum?

The international community asked the social movements in the U.S. to organize the first social forum in the United States. The Grassroots Global Justice Alliance (GGJA) organized an initial meeting in Washington DC to consult with grassroots groups and determine if a need existed for a social forum. The response was unanimous yes and the process towards organizing the first US Social forum got underway.

Originally the US Social Forum was planned for June 2006 but was changed to take place on June 27-July 1, 2007 in Atlanta, Georgia. The change of date was due to the impacts of Hurricane Katrina and Rita in the South. The US Social Forum is being organized out of ten (10) regions including the colonies in the Pacific and Caribbean. The Southeast region held the Southeast Social Forum in June 2006 and had great successes. The Southwest region of the USSF consists of Oklahoma, Texas, New Mexico and Arizona. However, the southwest region has to include the US-Mexico border and the greater border bi-national region. The process towards the US Social Forum in 2007 is to hold as many regional gatherings as possible in 2006.

The Border Social Forum has expanded into an international event because of the bi-national character of the US-Mexico border region. The Border Social Forum while building towards the US Social Forum will also bring grassroots movements together to analyze the present border situation, politically, economically and socially. Also, the BSF will focus on the role of the border region in US-Mexico relations and relations with the rest of Latin America and the Caribbean.

How does the Border Social Forum connect with the US Social Forum and the World Social Forum?

What comes out of the Border Social Forum (Border Plan) will be presented at the US Social 2007 in Atlanta and the World Social Forum in Kenya in 2007. The present juncture politically and organizationally it is possible to construct bridges between the Katrina, Rita (majority African American) and Stan Hurricane victims, and the struggle for migrant rights (majority Latino), the struggle against the War in Iraq and militarization of the US-Mexico border and Indigenous rights for sovereignty. The possibility for this ‘united front’ is formidable.

Cambio de Fecha:

Muchas organizaciones que anticipan participar en el Foro Social Fronterizo peticionaron que se cambia la fecha para de la que estaba acordada para el 3-5 de Mayo. La gran mayoría de organizaciones que hacen esta petición del cambio de fecha son organizaciones que se encuentran organizando las marchas contra las leyes represivas de inmigración y por los derechos de migrantes.

Por esa razón, se propone organizar el Primer Foro Social Fronterizo del 6-8 de Octubre del 2006. El Foro Social fronterizo se llevara acabo en Cuidad Juárez, Chihuahua-México. CD Juárez se encuentra al cruzar de El Paso, Texas.

Su organización puede hacerse parte del Comité Organizador que se formo el 18 de Febrero, 2006 en la reunión de CD Juárez. Aunque le falta integrar más gente a este Comité Organizador ya se encamino ese proceso.

Change in Date:

Many organizations that anticipate participating in the first Border Social Forum (BSF) have petitioned us to change the dates of the Forum scheduled for May 3-5, 2006. The great majority of organizations making the change of date request are organizations involved in organizing for the May 1 General Strike and have been active in organizing the marches for migrant rights and against the racist and anti-migrant, anti worker laws proposed at the US Congress.

For these reasons, we propose to organize the first Border Social Forum on October 13-15, 2006. The Border Social Forum will be held at Ciudad Juárez, Chihuahua-México. CD. Juárez is located across the border from El Paso, Texas.

Organizing Committee:

Your organization can join the Organizing Comité that got formed at the meeting of the 18 of February, 2006 in CD Juárez. We need to add more people to the Organizing Committee but the process has already started and is underway.

May 1: General Strike!

We make a CALL to all social movement organizations in the U.S. to take part in the General Strike of May 1. The General Strike will also be joined by organizations in México.

The common meeting ground for the Border Social Forum will be Ciudad Juarez, Chihuahua (across El Paso, TX) also the scene of a femicide where more than 500 young women have been brutally assassinated and their bodies dumped in the desert sands.

Proposed Program
May 1: International Day of Workers, simaltaneous protests. Organizing an action again the Wall in your City.
May 2: Border Tour and Travel Day to Ciudad Juarez, Chihuahua, Mexico o to El Paso, Texas (and take a taxi to the International brige Punte Libre)
May 3: Social Forum
May 4: Social Forum
May 5: Social Forum
May 6: Action at the Border Wall of Death (Anapra & Sunland Park, NM) and closing events

La Idea del Foro -- The Idea of the Forum

Idea:
The Border Social Forum came out of an agreement between global south & global north social movement organizations and in particular from a discussion to develop a movement to ‘Tear Down the Wall of Death’ that Bush is pushing to complete and thus seal the US-Mexico border physically. Social movements from Mexico and the south will mobilize north to Cd. Juarez and groups from the US and Canada will go south to converge in Cd. Juarez. The goal of the Border Social Forum is to create a space for the ‘integration’ of the social movements from the border bi-national region and to connect the social movements of the global north and global south.

Campaign:
The mobilizing and the campaign to ‘tear down the wall of death’ will kick-off or launch on March 21, 2006 to co-celebrate Don Benito Juarez, Indigenous president of Mexico whose slogan was “as in people and nations, peace is respect for the right of others”.

La Idea:
La idea del Foro Social fronterizo sale del acuerdo tomado entre organizaciones de movimiento social del sur global y norte global en el Foro Soccial Mundial en caracas, Venezuela 2006. El acuerdo decidio tomar accion para derrumber el ‘MURO DE LA MUERTE’ entre EEUU-Mexico. Este muro de la muerte que Bush quiere fisicamente cerrar la frontera entre Estados Unidos y Mexico. La idea del Foro social Fronterizo es crear un espacio donde puede crear una ‘integracion’ entre el movimiento social de la frontera pero mas alla a la frontera con Mexico y Centro America y frontera norte con Canada.

Su presencia, apoyo y solidaridad es necesaria para derrumbar el
‘Muro de la Muerte’
US-Mexico!!
